Let’s Help Ukraine | Поможем Украине
Mar. 7th, 2022 01:19 amI am not going to go into details of the ongoing Russian invasion of Ukraine. Anybody with a modicum of curiosity and internet searching skills already knows more than enough. This is purely an information post for those who are wondering what, if anything, they can do to help. At this point I am not interested in discussing the genesis and legitimacy of this war: I have my opinion, and if yours is different, please feel free to ignore this post and this blog. I will not waste my time trying to convince anybody.
I’ve talked to several Ukrainians I know, and here is what I was told.
1. Humanitarian aid is great, but they already have more than they can immediately get into the country. My wife and I donated, anyway. If you are interested, I suggest you look up your local Ukrainian community: they'll know best what is needed, and where to donate.
2. Ukraine desperately needs modern weapons. They are fairly well set up for small arms, but everything above and beyond that… They can use your help. To this end, Ukraine’s primary weapons import-export conglomerate UkrOboronProm and Ukraine National Bank have both created accounts for individual donations specifically for weapons purchases for Ukrainian military.
UkrOboronProm’s portal is here. Use it if you are familiar with international wire transfers, because this is the only option they offer.
Ukraine National Bank portal is here. Use it if you prefer donating by GooglePay or credit card. I did. Keep in mind that US credit card companies are wary of transactions to foreign recipients, to whom you’ve never sent money before. There is a high likelihood your first attempt will be declined by your bank. In my case, my bank sends me a text message asking if it was really me trying to pay company X, and after I answer ‘Yes’ I have to make a second try, and transaction is accepted. Your mileage may vary.
In addition to that, one of the most obvious things to do is to ask your local Congressman to support an immediate and complete ban on importation of Russian oil, natural gas, and hydrocarbon products. In case this is the first time you are hearing this: yes, we are importing Russian oil and natural gas. No, these imports have not yet been banned despite all other sanctions imposed on Russia. You can find your Congressman here.
Here is my letter to my Congressman, as an example:
Dear XXXXX,
I am writing to you today as a US citizen who is also a member of the Russian-speaking diaspora in the US. I and every other Russian- and Ukrainian-born American I know are united in our belief that the United States government must do everything it can to stop Russia’s President Putin from destroying an independent Ukraine and murdering innocent Ukrainian civilians. Putin is a vicious thug with delusions of grandeur, who is dead set on restoring his fantasy version of a new Russian Empire. He is a threat not just to Ukraine; if allowed to conquer it, he will not stop. He is a direct, imminent threat to US NATO allies in Eastern Europe.
Putin's conquests are made possible by the moneys his government receives from export of oil and natural gas to the West. Oil, gas and hydrocarbon products represent 40% of all Russian exports while these businesses generate 50% of all Russia’ tax revenues. A joint decision by the United States Congress and White House to prohibit the importation of any Russian oil, gas and other hydrocarbon products will put maximum economic pressure on the Putin regime internally and reduce its ability to wage war in Ukraine.
I realize that a decision to prohibit import of Russian oil and hydrocarbon products will require economic sacrifices by citizens of Russia, the United States, and the nations of Europe. But I implore you to weigh these sacrifices against the plight of Ukrainians, who are losing their homes, their livelihoods, their children and their very lives; and against the threat that Russian aggression poses to our NATO allies. If you do, I believe the right decision will be obvious.
I am asking you to support the immediate and complete ban on importation of any Russian oil, gas, and other hydrocarbon products into US.

Я не буду вдаваться в детали российского вторжения в Украину. Все, кому это любопытно и кто умеет делать поиск в интернете, уже знают более, чем достаточно. Это чисто информационный пост для тех, кто раздумывает, чем они могут помочь. Мне неинтесно сейчас обсуждать происхождение и легитимность этой войны: у меня есть сложившееся мнение, и если вы с ним несогласны, пожалуйста идите мимо. Тратить моё время на попытки кого-то переубедить я не буду.
Я поговорил с несколькими знакомыми украинцами, и мне сказали следующее.
1. Гуманитарная помощь – это прекрасно, но у них её уже больше, чем они могут быстро ввезти в страну. Мы с женой всё равно внесли деньги. Если вас интересует этот вариант – найдите украинскую общину поблизости: они лучше всех знают, что нужно и куда нести деньги.
2. Украине нужно оружие. У них неплохая ситуация со стрелковкой, но всё сверх этого… Ваша помощь нужна. Для сбора пожертвований от частных лиц созданы специальные счета в УкрОборонПроме – украинском оружейном концерне, занятом также экспортом и импортом оружия – и в Нацбанке Украины. Деньги с этих счетов пойдут целевым образом на закупки оружия для вооружённых сил Украины.
Портал УкрОборонПрома здесь. Пользуйтесь им, если вы знакомы с оформлением международных денежных переводов, потому что это единственная опция, которую они предлагают.
Портал Нацбанка Украины здесь. Пользуйтесь им, если вы предпочитаете дать деньги через GooglePay или просто с кредитки. Помните, что американские банки подозрительно относятся к транзакциям, совершаемым за границу, впервые. Высока вероятность, что с первой попытки ваша кредитка будет отклонена вашим же банком. Мой банк в таких случаях присыдает мне СМС с вопросом, я ли это, и после того, как я отвечаю “да”, я делаю вторую попытку, и со второй попытки деньги проходят. Как это будет у вас – подсказать не могу.
В дополнение к этому, один из наиболее очевидных шагов – обратиться к своему конгрессмену с просьбой поддержать полный запрет на импорт в США российских нефти и газа. Если вы это слышите в первый раз: да, мы импортируем российские нефть и газ. Нет, этот импорт ещё не запрещён, несмотря на остальные наложенные на Россию санкции. Вашего конгрессмена вы можете найти здесь.
Привожу моё письмо моему конгрессмену в качестве примера. (Письмо переводить не буду – его русский текст вряд ли кому нужен. :-)
